Nature of defect (complete, concise explanation of the perceived problem):

The effects of COLOUR TABLE and PATTERN TABLE are not specified when they occur in a location with potentially dynamic implications. Clauses 5.7.32 and 5.7.34 say clearly that changes to the representations of pattern table and colour table indexes have no effect on any previous graphical primitive elements that may have used the affected indexes.

Solution proposed by the submitter (optional):

Keep the first two sentences of the last paragraph and replace the rest of the paragraph with the following: "For metafiles which have a version number 1 colour table and pattern table definitions may appear only in the picture body, while for metafiles with a version number greater than 1 these elements may also appear in the picture descriptor. Although for all metafile versions changes to the representations of pattern table and colour table indexes have no effect on any previous graphical primitive elements that may have used the affected indexes, the use of pattern table and colour table in the picture body is discouraged for metafiles which have a version number greater than 1, in order to improve the portability and predictability of CGM exchange."
