It is not clear whether changing colour index 0 within a picture has any effect on the background colour.

Solution proposed by the submitter (optional):
Setting colour index 0 in the picture body (possible only through the COLOUR TABLE element) does not affect the background colour. The background colour is always determined and fixed at Begin Picture Body. The two mechanisms for doing so are by BACKGROUND COLOUR or by COLOUR TABLE (through the latter only in Metafiles Defaults Replacement for version 1 metafiles and additionally in the Picture Descriptor for metafiles of Version 2 and higher). The fact that COLOUR TABLE may appear in the picture body should NOT invalidate the concept of setting the background colour at Begin Picture Body.

Editor's response (any material proposed for processing as a technical corrigendum to, an amendment to, or a commentary on the International Standard or DIS final text is attached separately to this completed report):
Replace all of the first paragraph of 4.4.6, after the 1st sentence, with: "The background colour of the image may be specified by the BACKGROUND COLOUR Picture Descriptor element. It may also be specified by the COLOUR TABLE definition of colour index 0 in the METAFILE DEFAULTS REPLACEMENT (metafiles of all versions), or by the COLOUR TABLE definition of colour index 0 in the Picture Descriptor (metafiles of Versions 2 and higher). Definition of colour index 0 within the picture body has no effect on the background colour, only on subsequent primitives displayed with colour index 0 — the background colour is determined and bound at the occurrence of BEGIN PICTURE BODY."
Add to the end of 5.4.7 before final fullstop "if it occurs in the Picture Descriptor or METAFILE DEFAULTS REPLACEMENT".
Add to the end of the first paragraph of 5.7.34 before final fullstop "if it occurs in the Picture Descriptor or METAFILE DEFAULTS REPLACEMENT. Definition of colour index 0 in the picture body has no effect on the background colour, only on subsequent primitives displayed with colour index 0 -- the background colour is determined and bound at the occurrence of BEGIN PICTURE BODY."
