Nature of defect (complete, concise explanation of the perceived problem):
Metafile Element List, annex A (p.234), annex B (p.250), annex C (p.278): The production, "<element name>* | <element name shorthand enumerated>*" is incorrect.
1) It implies that the MEL element may consist of only the opcode, with no data.
2) I think that "a | b" also implies "a or b but not both", and I’m not sure this was intended. For example, I’ve seen metafiles that contain "DRAWINGSET VDCIntPrec".

Solution proposed by the submitter (optional):
Replace the production with "<MEL item>*", and then immediately after the production add the new production: <MEL item> ::= <element name> | <element name shorthand enumerated>
