Nature of defect (complete, concise explanation of the perceived problem):
The CHARACTER CODING ANNOUNCER has no effect on the coding of type SF parameters, contrary to the implication in this paragraph. The list of invocation and designation codes is not all-inclusive. For example, LS2 and LS3 (the locking shifts) are omitted and are valid 7-bit controls.
