Nature of defect (complete, concise explanation of the perceived problem):
The parameters indicate that the Cell Colour Precision of the TILE element is type I. The second and third paragraphs on p.188 clearly describes that this is intended to be of the same form as the "local colour precision" parameter of CELL ARRAY — CI or CD depending on colour selection mode. The formal grammar on p.277 agrees with the description in those two paragraphs. The encodings also agree with the description.

In clause 5.6.29, TILE element Cell Colour Precision parameter, change the datatype from "I" to "form depends upon specific encoding"
