Nature of defect (complete, concise explanation of the perceived problem):
The last sentence of the description says that the segment identifier must match the identifier of the segment in which the element occurs. But table 8, the State Table, indicates that the segment attribute elements are also allowed in the Metafile Defaults Replacement, outside of segments.

Clarify the text in each of the above referenced places, to indicate that the element is also allowed outside of a segment in the M.D.R. element.

In clauses 5.10.4, 5.10.5, 5.10.6, 5.10.7, add at end of last sentence "except when the element appears in the Metafile Defaults Replacement element in which case the segment identifier is ignored."
