Nature of defect (complete, concise explanation of the perceived problem):
Text was reworded, and the MP was not changed to reflect the new wording. The meaning of the MP is exactly opposite what is intended. It says "no" pattern vectors are not constrained to be parallel to the coordinate axes. This should have been changed to "yes" when the question was reworded. (The original question "Are skewed and rotated patterns allowed?" was changed to the currently question.)
