Nature of defect (complete, concise explanation of the perceived problem):
On p.54, Part 3, there are two mistakes concerning Inheritance Filter:
1) In the table, {0..69} should be {0..86}.
2) The Description of Code 2, the "up to 70" should be deleted. I don’t know where this restriction came from, but it is not in any of the other parts. (Actually, if you take the 87 items in the list, and subtract those that are "multi-item" pseudo-codes, the result is 70). We tried to put a blanket clause into each encoding to cover such conflicts. See p.18, last paragraph. Unfortunately, it is a little imprecise, but it should be usable to cover cases like this.

1) In the table, change {0..69} to {0..86}.
2) The Description of Code 2, delete "up to 70".
