Nature of defect (complete, concise explanation of the perceived problem):
The range for the (index) parameter of PROTECTION REGION INDICATOR is given as {0,1,2} in table 6. On p.35, and in parts 1, 2, and 4 the valid values are 1, 2, 3. The correct range is {1,2,3}.
