Nature of defect (complete, concise explanation of the perceived problem):
FRACTIONAL appears in the abbreviations list on p.13, abbreviated as FRAC. In the specification mode elements (line, edge, marker, interior) on pages 28 and 30, the unabbreviated FRACTIONAL is used. There are two possible solutions: delete it from the list on p.13 (editorial, no effect on implementations); or, change the definition of the 4 elements which use "FRACTIONAL" (which would invalidate any existing Version 3 implementations which used the element definitions on pages 28 and 30).

Delete the line "FRACTIONAL" from the list on p.13 of part 4.
