  1. The name of the Member Section

    OASIS CGM Open Member Section.
  2. The Member Section statement of work

    The mission of the OASIS CGM Open Member Section is to accelerate the further adoption, application, and implementation of the Computer Graphics Metafile (CGM) international standard, its industry specific profiles, and WebCGM, the W3C Recommendation and OASIS Standard.
  3. The rules for electing new Steering Committee Members

    The CGM Open Steering Committee shall be constituted as follows:
    1. The OASIS CGM Open Member Section Steering Committee will consist of one appointed position allocated to the Program Director.
    2. Two (2) positions to be elected by the OASIS CGM Open Member Section Qualified Electors to serve two-year terms.

    The election shall be held every year for one of the two At-Large elected positions. A CGM Open Member Section Qualified Elector is a single Eligible Person who is an employee or designee of an organizational Member Section Supporting Entity, and who is a Member of that Member Section. The designated Program Director is also considered to be a Member Section Qualified Elector.
  4. The initial makeup of the Member Section Steering Committee

    The current CGM Open Steering Committee will remain in place until the next scheduled election for the new Steering Committee.
  5. The process for changing the number of Steering Committee members

    The number of Members of the Steering Committee may be adjusted annually by the Member Section Steering Committee. The Steering Committee may vote to select the number of seats available for election, keeping at least three Steering Committee positions and an odd number of total seats on the Steering Committee as described in the Member Section Policy. This vote and subsequent election process will be held over a time period sufficient to allow reasonable participation of the membership.
  6. The funding model (if any) for the Member Section

    Forty percent (40%) of OASIS membership dues from OASIS Members who choose to be a CGM Open Member Section Supporting Entity will be allocated proportionally to the CGM Open Member Section discretionary fund. According to the OASIS Member Section Policy (Membership Model section), the allocation percentage will only be changed at annual budgeting time by mutual agreement between OASIS Management and the CGM Open Member Section Steering Committee. The membership dues allocated to the discretionary fund will be managed by the CGM Open Member Section Steering Committee and will be used to fund Member Section specific activities. In addition to the allocation of membership dues, the OASIS CGM Open Member Section may receive funds directly from sources other than membership dues as described in the Member Section Policy.
  7. Any provisions that apply to affiliated OASIS Technical Committees

    • The Affiliated TCs shall specify in their TC Charter to operate under the Royalty Free on Limited Terms IPR mode allowed by the OASIS TC Process policy.
    • The Affiliated TCs shall specify in their TC Charter to operate using English as their language of choice.
  8. Any other provisions

    • The CGM Open MS Steering Committee may pursue revenue generating and business activities, such as events, grants, donations, etc.
    • The CGM Open MS Steering Committee will elect its own chair, and set its own meeting schedule and agenda.
    • The CGM Open MS Steering Committee will select a Program Director who may be hired on a Consultant Contract with OASIS.
    • The CGM Open MS Steering Committee may modify these Member Section Rules of Procedure, subject to OASIS Board of Directors approval.
    • Honorary membership. OASIS agrees to arrange, at no cost to the OASIS CGM Open Member Section, for the honorary membership of Bruce Garner in the OASIS CGM Open Member Section, at the Individual membership level. OASIS CGM Open Member Section will assume the cost of any other honorary memberships that it wishes to bestow, with only this exception.

These Rules of Procedure were approved by the OASIS CGMOpen Steering Committee on 15 July 2007, and approved by the OASIS Board of Directors on 01 August 2007.
